These rules were core to OD&D and 1e. Fun to see them fleshed out for 5e! I currently have Ireena (Curse of Strahd) as a sidekick for my party.

Personally, for Sidekicks, I would say that there's a Mercenary Guild in the city.

Mercenary's reason to work well for the party - better paying jobs and better reputation.

Party's reason to work with the mercenary - possibility of better mercenaries in the future.

Likewise, say someone in the party is always robbing stores, or the party is full of Murderhobos, well-trained Guards are the better option to handle the problem over just having a dragon show up. Also, if in a campaign with no magic, it's a good way to get non-magic foes at higher levels.

By the way, nothing says that guards (and other NPCs and monsters) can't have magic items - The Monster Manual, page 342, even allows it.

A Clawfoot Warrior would be the best for an Eberron Halfling (I wonder how it synergizes with Beast Master or Drakewarden)

As a DM you really need to reign in the players because they will really try to exploit the 1/2 creature.
