I'm actually going to try...
I'm thinking 80s blacklight with those green ones, so: Black leggings, neon pink fishnets over the leggings, neon yellow, purple, orange and green paint splashed on a black denim jacket (obviously with assorted enamel pins!), with a retro 80s t-shirt (I'm thinking white so it glows blue in the UV) and go crazy with the hair and jewelry. Tweak this here and there and it's looking good in my head so far...
