I think it's important to make a distinction here. TSMC does not design the chips. They only manufacture the chips according to the specifications of other companies. TSMC essentially created a giant "made to order" factory.

Other companies save money by outsourcing their production to TSMC rather than keeping production in-house.

Basically....Other Semi-Conductor Companies design the chips. TSMC invests their money into manufacturing equipment capable of creating it. Then TSMC offers a big discount to Semi-Conductor companies to produce the chips for them.

First of all Taiwan is not only place in the world to produce chips at scale. America, Japan, Europe, and South Korea can make chips as well. They have Semi-Conductor and chip factories. However, Taiwan is the cheapest place in the world to produce chips at scale. That's why they dominate the market (which used to be held by the USA IIRC).

However other countries are realizing that depending on a single country for a product is a bad idea if war breaks out (look at Ukraine). So other countries are looking to expand their chip production and chip factories to reduce reliance on Taiwan.
