The way you set the scene up makes it seem like Muscle man is the evil doer they're trying to stop, and while asking for suggestions on who can defeat him Muscle man reveals himself to have snuck into their place of hiding and is revealing a mischievous plan in a well constructed monologue before a battle or escape insues

Y'know in this scene when you realize they're both voiced by the same Voice Actor, it's like he's basically talking to himself. Lol

Now i actually kinda wish Regular show had these types of close ups, i think they would fit!
The show is already absurd, if it had close ups, it would've probably been weirder than Ren and Stimpy XD

Spongebob definitely made this more popular and noticed, but I recall it happening with Ren & stimpy a LOT

I think these types of close ups were actually inspired by Ren and Stimpy because they’d do that all the time with high quality and over detailed close ups. SpongeBob really did them as a pastiche as did other cartoons such as Flap Jack.

The term is called a "gross up" it was actually first used in Ren & Stimpy and then was later popularized in Spongebob. It's one of my favorite elements in any cartoon because it always has such emotion to it without needing any expression beyond some compressed sounding sample going "UGH!"
