Ryu's SA1 vs Q w/o hard knockdown

A strange bug or something I found in a random online match. It didn't knock Q down for whatever reason.

Fifth hit of the SA1 didn't connect as Ryu was too close to Q. The fireball spawned too far into Q's body and by the 5th hit it completely passed by him, thus only the first four connected.
Only the last hit has knockdown properties so Q didn't get knocked down. Surely could have punished Ryu too, but (expectedly) wasn't ready for it.
