You don't NEED to wash your rice. It all depends on what you're making or what you prefer. What you're washing off is starch from the rice, which can cause the rice to stick together. In some dishes, like Risotto (Italian), you want starchy rice because it imparts a creamy texture, while in Indian curries you want fluffy rice so that it mixes well and absorbs the curry. If you're making rice on it's own, it's just up to preference. I like sticky rice personally.
