Yup.
I have since modified the tire to keep it from flying out.

The tire prevents the wood you are splitting from flying-less bending faster splitting time. It also prevents the maul/splitting axe from hacking your shin. The tire in this video was not properly secured. Watch my other video: fiskars x25/x27.

It's a good hatchet. Great for kindling, and hacking small branches.

That's because the tire wasn't secured on the chopping block. Watch my other video-fiskars x25/x27, the tire was properly secured on the chopping block.

What does the tire trick do I have never heard of it before I am starting to split wood for the upcoming winter (I know a little late) but none the less what does it do

man that tire idea seems like a really good idea.

If I was going to chop wood mostly for exercise would you recommend a heavier axe?

Not allowed to do what? Swing axes, keep your old tires, stack wood, wear hoodies? I'm guessing it could be any or all of these.. the UK is out of control with rules and regulations, and AU isn't far behind.
