Based on what Peter later assumes about the note, this seems to be saying that Tony made EDITH for someone else that he wanted Peter to choose, but really I think he made it for himself. This is the system he's been using for years, accessed through Jarvis and Friday, and every time you see him wearing glasses/sunglasses in a movie you can assume he's looking at people's texts, redirecting satellites, and doing all kinds of crazy, intrusive, and dangerous stuff all while sipping drinks and carrying conversations. No wonder he signed the Sokovia Accords. Poor Peter's going to have a hard time looking like the good guy in the next movie.
