Last time the Chinese "modernized, " all their ships ended up at the bottom of East China Sea. Can't read the mind of Xi but I imagine the thought is intimidation and take advantage if opportunity is there. CCP's number one priority is staying in power, continual military expansion means tighter internal security through economic troubles even if they don't choose to invade Taiwan. It is a no brainer.

If some think a country is ready to invade another by, say, 2030, they would claim it will be ready by a much earlier date, such as 2026, to be better prepared or to draw attention to it.
Does he think it is 2027 or perhaps a few years after 2027?
