Just like pandas, there are wild ones and artificially bred ones. No animals are ever harmed, but are given sufficient food and a comfortable environment. This allows the animals to reproduce more, rather than becoming extinct like rhinos.

This is just a tourist attraction. These black bears would hurt people in the wild, and they are raised here so that they can live better than in the wild. The forest near the Great Wall is not suitable for their survival because they may die of starvation because they cannot find food.

This is China's law on hunting black bears. "The penalty for hunting black bears is imprisonment of not more than five years or criminal detention and a fine. In serious cases, the penalty is imprisonment of not less than five years but not more than ten years and a fine. Hunting black bears constitutes the crime of illegally hunting and killing precious and endangered wild animals." Is there such a law in your country?
