a lot of citizens don't have a passport such as myself but I was given a birth certificate at birth along with a social security number then I got a drivers license I lost that once so I went and got an id. card because it is illegal to not have an id. card and you can't bank get a job get state benefits buy cigarettes or booze . So who are these citizens who can't get an id.
