also an example would be Pixar's Up the character development toke up at least a forth of the film before the actual story starts

I was fortunate enough to get a tour not too long ago. Pause at 3:05 and you'll see a cabinate with all their oscars inside.

For a live action picture sure, an Animated one..they better get to the point a lot quicker than 30 minutes in.

well they have to have character development before getting into the story, I mean you cant just hope people will know everything about the characters immediatelly, ESPECIALLY with an original fim

It's called a first act and inciting incident. Takes about a half hour in...pretty much every movie except Dumbo and Lawrence of Arabia.

And its not one of their best films, in fact the best part of that was showing how is wife died right at the beginning..after that I zoned out.
