SpaceX was seeking approvals to construct a new launchpad, new landing pad, and other launch-related infrastructure that would support its existing reusable launch vehicle operations in the South Texas facility.
The expansion would have been built on about 17 acres including wetlands and mudflats.
But the US Army Corps of Engineers has withdrawn SpaceX’s application to expand launch facilities in Boca Chica, Texas after the company failed to provide the environmental information the agency requested.
The Army Corps of Engineers is responsible for oversight of wetland development under section 404 of the Clean Water Act. In this role, the Corps makes sure that developers do not harm natural resources and drinking water, nor cause stress to endangered species and their habitat when alternative sites or approaches could be used instead.

SpaceX turned their expansion efforts to KSC, hence no need to expand Boca Chica.
There was no "denial", just Elon not putting needless effort into a dead end.

They did not say no. What they did do was suspend the license application for the 2nd launch tower, because SpaceX didn't answer the questions, No decision was made, and the application can be restarted. Secondly, this has NOTHING to do with the FAA for Starbase, but only a future expansion. So the headline assumes facts, not in evidence, and assumes things we do not know. I always get irritated by the clickbait.

Elon should build a launch platform in the ocean more than twelve miles off the coast of the US. That will put it outside the jurisdiction of any US bureaucracy. As it permits, move the entirety of SpaceX's facilities to that platform. Expand the platform from there to an extraterritorial 'free trade zone' and turn it into a test platform for a Mars colony society.

Spacex cares about environmental protection and will abide by all environmental standards.

No matter where you build a rocket base it will be affecting local wildlife and residents. Bocha Chica is darn near in the middle of nowhere. There are very few places in the US that would be better. Kennedy Space Center would not be allowed to be built today (by a private company) if it had to meet current regulations.

If Cape Canaveral was not developed in the 1950’s and 60’s it probably would not have been approved. It is an environmentally sensitive wetland and wildlife refuge. When the construction of the space launch facilities was commenced, the EPA did not exist. There were no approval processes. The government did whatever they chose to do. Now, fast forward to the present day when private companies want to construct space launch facilities and they have to endure endless and costly government approval processes.
Aside from being anything but a level playing field, it should be obvious to even a casual observer that these processes allows the government to rig the game so as to not allow progress by private ventures to overshadow government run programs I.e. NASA.
The SLS program is a perfect example of bureaucratic incompetence. It’s massive bloated cost overruns and inability to meet deadlines shows what a poor manager NASA has become. Yet, the government continues to throw roadblocks in front of SpaceX.
I’m sure Musk is biding his time in Texas until the mid term elections which may change the regulatory climate. If that does not happen, I expect he may relocate SpaceX away from American soil.
