Bettany was painted blue for the black and white scenes because blue looks good in grayscale. Maroon did not look as good and grayscale as blue did, and viewers wouldn't be able to tell the actual color with the film in grayscale. Painting Bettany blue was crucial to preserving the authentic 50s sitcom feeling that these scenes provide. The Marvel Cinematic Universe likes to stay as close to the era they portray as possible. The stories would not be as engaging for viewers if they didn't try to stay relevant to the era in which the stories are hosted.

This is similar to why they painted the mansion in the Adam's family bright pink. In gray scale the pink came out looking dark grey/black and spooky

Maroon is too dark in grayscale, so instead of making it a light maroon or pink, they made it a different colour so people wouldn’t notice it is purely to make his skin look whiter. Good choice though, it made him look more expressive

It actually would have been so cool if they made a reference to this and when vision started getting color again that his skin was blue before turning red because in the universe his skin was probably blue so that his face and features were still visible and it would make complete sense to do so or at least a cool filmmaking Easter egg

The real reason is that Maroon looked too dark in Black and White. So they had to make sure Vision didn't get confused with Herb.
