Looks good. Only suggestion is onion goes in before garlic. Garlic will burn by the time the onion is finished. So when the onion is almost translucent then you should toss in the garlic. Otherwise looks really good.

Use a steel pan

Have the pan come up from low heat with the ground beef in it. This will render out the fat, create browning and a beautiful fond. In with shalottes and garlic. Let them sit for a while and deglaze with lime or lemon (i think the caramelised lime juice is perfect for this).

Other then that you did good. Maybe use cream instead of milk and pecorino.
I’d also only use basil. First I’d use dried basil while cooking and garnish with fresh basil.
