the guy wearing the dress isn't a glitch its a new update. Guys can now wear the glitter dress as said in the beginning when you originally join the game where they show you the update info/logs. It says guys can now wear sparkly glitter dress in VIP and i also believe it was a pair of heels in Vip although I am not fully sure.

The men being able to wear the dress isn't a glitch, I'm not sure why they only chose to make that dress avalable for the male models (actually, it's probably bc it takes a lot of time to re-rig stuff, lol). I hope that one long VIP dress becomes available to them, it would look so cool
