Congress needs to open a separate investigation, Mueller’s mandate being limited to the Russian interference means Trump can basically exploit loopholes to dodge any questions of other topics, including obstruction of justice. If Mueller hasn’t already filed a report by next year, I hope the new committees will take action as soon as possible to look into those areas.
