How is it that this needs legislation to repeal, but it didn't need legislation to be enacted?

I don't know when the C.D.C. began acting as if they are a legislative body, but they are not and never have been. As a regulatory agency, the C.D.C. may issue information and guidelines, and it is up to us Americans to decide if we need to follow those guidelines.
