There are quite a few systems working together to regulate traffic. Some of the traffic lights are operated manually especially during rush hour, some are just fix timed and some have dynamic sensors/detectors. Those last mentioned usually prioritize major arteries during hours with little traffic especially night times. They can give more time to an intersection approach that is experiencing heavy traffic, or shorten or even skip a phase that has little or no traffic waiting for a green light.
