Don't worry, the shop wasn't there from the start. It was only added after the conclusion of the Luofu arc! Because before that, there were enemies roaming around here.

I believe this was added in 1.3 when the Luofu arc finally reached its end. That area in Cloudford used to only have enemies. 1.3 was also when we finally could see playable Luofu characters around the city.
