Nah. The way Carrot was handled was Oda's biggest writing mistake. Especially how he discarded her.

Bounty hunters exist as a way for the anime to create filler easier. Oda anticipated this. But the anime never took advantage of it

Bounty hunters are cool and would like to see more but honestly they doesnt seem fitting in the story cuz either its better to join marines for money and fame OR you will forced to be a pirate cuz WG will pose you as a threat.
