That extra pipe was probably somebody's ingenious idea to cut somebody down on the time it takes to steal the catalytic converter this way you'd have to work at it more and you'd have to make a lot more noise

You should have used a torch and brazing wire on that exhaust . It won't rust thru as fast. Be mindful of fuel lines.
We used to use a good coat hanger

The 4 inches of pipe was probably to help weld back on as a backwall. He probably didn't remove it From the car to weld it on and didn't successfully weld it

When they cut the cat out, it's a straight cut, so they sleeved it from the inside. Obviously, the welds didn't hold.
