We humans are not even a type 1 civilization and we are capable of creating powerful telescopes like the James Webb, capable of discovering potentially habitat worlds. So, imagine the capabilities of a fully fledged type 1 civilization, and the types of telescopes that they would be capable of creating. My guess is that any fully fledged type 1 civilization could spot us very easily. Therefore, something else is missing from the equation.
