Would it be possible to hook this up with a daylight sensor to reset it straight when you leave or rejoin, so say that when it's early morning the pulse resets it to early morning, I guess that would increase the accuracy

You could make it so that dispensers shoot a block onto a pressure plate and turns on a light then when the item despawns a pulse is sent to set of another despenser and so on
