Let me rephrase this part of the lecture: Non-coding DNA sequences are components of an organism's DNA that do not encode protein sequences. So those are the ones that we actually call junk. Otherwise the known genes can synthesis protein. We will talk about it in details when we will introduce exons.

I have oversimplified the terms for you in the online lecture 1.1. To know the terms accurately, please read Chapter 1 of the book carefully. For example, we mentioned that DNA is the subset of Gene because gene is made of both DNA and RNA. On the other hand, genes are the part of DNA which are responsible for making proteins. So, as you can see we are oversimplifying biological terms for computer scientists. If you detect any logical contradiction in biological systems, know that it is quite normal.
