Use a tracksaw to score the lines, and get a much larger base for your router so it has more area to ride on (larger than the area you are routing out)

Why not use q cell with resin to glue the foam pieces to the board? They would fill any gaps, small holes and imperfections under and/or around the fitted pieces, leaving an air tight glue up.
