Well what Rick observed is spot on, in India fair is favoured and the companies take advantage of it.
Also indian skin colour ranges from brown to fair and some south asian characteristics also depending from the region and states and the climate there.

Funny story, the music composer Vishal-Shekhar were taking way more time to compose the songs for the film. So, when SRK asked them about the reason behind the delay, they falsely said the song is ready but they are unable to find an apt singer. SRK said just say the name of the singer. They said someone like Akon! ( B'coz they knew it would be impossible).
Next day, Akon came to the studio, learned hindi in a month and recorded the song.
