In American English, a detached closet would be a wardrobe (if it's enclosed) or a garment rack/clothes rack! Our house and apartment building codes require one closet per bedroom, usually.

Boston, Philadelphia, Seattle, and parts of Los Angeles and San Diego are urbanized enough to walk or take public transit anywhere you need to go! Most cities and towns in the US definitely require a car, though.
