Maybe actually prosecute the criminals when they commit a crime?

Trying to make it overly complicated by bringing up some random arrests for minor offenses like selling cigarettes is the problem. Arrest the felons and keep them in jail and the majority of your problems will go away, it's not that hard to figure out.
