now finally a theory that makes sense as to why the retention pond held his scent so strongly a dog actually jumped in to it. I sure hope they actually check the drain pipes that lead to that pond.

Even if they were looked at in the beginning, its been 7 months, couldn't hurt to look again. Caleb Harris is a strong argument to look again.

Let's not forget too, the raised drain wasn't always raised... It started out as a hole level with the ground. They then built up the concrete around it and put the cover on- How many more of those drains are around the subdivision? That hole would definitely have been big enough for a thin child to slide right into.

You make a very good point Michelle! Poor Sebastian if it proves so. I really hope someone manages to persuade the authorities to explore this chilling possibility, using whatever high-tech means that may be available to them. The dogs were so adamant that his scent was in that pond.

Having worked SAR for decades, I can assure you the area around the construction site including any OPEN holes or drains were among the very first areas searched. The area was clear and allowed SAR personnel easy access, which translate to a slow methodical search. Not only were there LE, Fire and trained SAR, you had the construction crews searching the site. The site was temporarily shut down in order for SAR and employees to check any structures, equipment, the ponds and material caches where someone might hide or be incapacitated due to a fall, etc. This is SOP for trained SAR operations. There are protocols and methods which should be followed instead of people going off willynilly.

I am in Atlanta, Georgia and it is raining hard and flooding here right now (pre Hurricane Helene which is heading this way) so I can see how your theory has merit. Poor Sebastian.
Just today several deep sinkholes have developed here.
