On whether a black person can be racist :

Definition of Racism : "prejudice, discrimination, or antagonism by an individual, community, or institution against a person or people on the basis of their membership in a particular racial or ethnic group, typically one that is a minority or marginalized:"

Not one single part of that says the ability to be racist is impossible for a black person. This guests personal definition of racism precludes that but his personal definition is not the actual definition.

No, everyone can be racist. Racism can take many shapes or forms. The hindu caste system is an example of racism that doesn't involve any "white" people.
