Mataas level ng lupa sa manila bay kaya pasok sa metro manila ang tubig baha.kung ang mga road engr...Marunong gumawa ng drainage sytem metro manila papunta sa mga dagat wala pong matataas na baha mangyayari...wag po tayo umasa sa ayuda kasi buhay ng tao ang mawawala kapag lagi may baha, dapat aksyunan ng gobyerno ang mga drainage sytem na tamang dadaluyan ng tubig ulan...

This will sound literally far-fetched (because it is) and would really seem I am just blabbing (frankly, I could be just blabbing here). This perennial problems of Metro Manila and surrounding provinces will need a "Whole-Of-Nation" approach. That is, in order to deal with the humongous problem decisively and effectively. Metro Manila has this problems: 1 - Overpopulated ; 2 - Heaviest Traffic in all of our nation's cities ; 3 - Flooding ; 4 - Poor (Outdated) Road Network ; 5 - Waste Management Nightmare. WHAT IF? The President will call for the "Whole-Of-Nation" approach to the problem? 1 - Incentivize local governments in all of the nation to improve infrastructure thereby making their province enticing for private businesses to invest in (We hit: Improved Local Economy and Jobs-Creation) ; 2 - Encourage and incentivize private capitalists who will invest in the provinces who will implement "social and environmental" programs in the locality (i.e., planting trees, livelihood training for communities in relation to environmental programs, , etc.) (We hit: 1 - Healthy public-private sector relationship & cooperation; 2 - Improved Natual Environment and Protection of the same) ; 3 - Encourage real estate developers to put-up low-cost housing in the provinces (of course this requires proper zoning) ; 4 - After doing 1, 2 & 3, encourage people to stay where they are and encourage those who dwell in Metro Manila for economic reasons to come home to their provinces (Mind you, the people who live in Metro Manila practically came from every province in our nation). This can be done in 6 years of a single-presidency and if not then continue to be done by another president for another 6 years and if not then continue on until all of us are able to accomplish the task. Heck, I am 50 years old now. And ever since I can remember the problems of my country has been there since the 70s and 80s and had only gotten worst. So why not spend 10, 20, 30, 40 yeaars on this "Whole-Of-Nation" approach to our country's problems???
