It did clear the rim before popping out again. Maybe they called it because it was so close to barely clearing it entirely. From a 6 foot guy on the ground it must have looked like it was only mostly through and not clear entirely.

A Kentucky game when I was younger, the ball went down through the rim and the net caught it and shot it up back out the rim again and they didn't count it.
