People who have degrees do not have to convince anyone that they in fact have a degree. The degree speaks for itself. If you find yourself having to convince the whole country that you have a degree, then what you have is not a degree, what you have is a problem.

The only institution that can determine that a degree is fake is the institution that offered it, hii ingine ni siasa. If CUE wrote to their counterpart in Uganda and they confirmed that the degree is valid what else do they want, if they think it was acquired fraudulently then they it has to be a criminal proceeding if found to have committed a criminal offence in acquiring the certificate then that is when its revoked. As it stands Uganda has not complained that the degree was acquired fraudulently, so there is no basis for investigation in the first place
