In political science the term "science "stand for 'getting knowledge in a systematic manner'..here general meaning of science used.

Intelligence has different meanings and aims: these vary from the military via the Academic and wisdom. The smartest are the ones going from one to the other, and the dumbest are the ones sticking to just one pattern, no matter the circumstances. The indication that the time has come to change gear is when the same mistakes repeat themselves: it is not always easy for an individual to realise the necessity of a change and even much harder for institutions that act outside scrutiny.
