It's because they weren't written by Geoff Johns. #51 is about Dick Grayson teaming up with the Justice League for the first time and it's written by Dan Abnett who wrote Titans Hunt. #52 was written by Dan Jurgans and sets up Lex's Rebirth status quo of being a good guy. That storyline was primarily explored in Action Comics which was also written by Jurgans during Rebirth.

It’s insane that DC didn’t add two more issues to complete the run. I was looking to buy these two omnis, but knowing that they are incomplete…that’s a dealbreaker.

Actually Justice League #52 is collected in Action Comics Vol. 2: Welcome to the Planet trade paperback not the Vol. 1 tpb

Those two issues were basically filler issues that had no relevance to the story and would actually ruin the momentum of the story. So it’s a good thing they weren’t included in the end.

I have these omnis, but I haven't read them yet. I dont mind them missing as long as the omnis have a sense of closure. Are they really necessary to have a proper ending to the omnis?

The DC Rebirth one shot (the one tied to Doomsday Clock) is collected in the second omnibus, right?

Exhausting that fans thinks this a normal way of reading and/or collecting comics. Fillers, gaps, filler artists. The story is the less important aspect of all this culture. Sorry for the rant.
