But, I have experienced a shortage when hurricane 🌀 Idalia came a nightmare 😮

IMHO, you've got 2 problems with that lady's Chevrolet caused by the gasoline. 1) The gas is probably of poor quality I.E. igniting at the wrong time, either too soon or not fast enough. 2) The gasoline availability/shortage is damaging the vehicles fuel pump.
#1 This is quite noticeable because your vehicle will run poorly and over time may stop running altogether.
#2 You won't notice this happening, but it is. The in-tank fuel pump requires that it be submerged in fuel to cool it while it's pumping, when the fuel tank is constantly below a quarter of a tank, the pump, which is running the entire time the engine is running, is not getting cooled and will overheat and burn out.
The gasoline situation in Venezuela isn't easily fixed but the takeaway is to never let your fuel level go below a quarter of a tank and your in-tank fuel pump will last a good long time.

so, shes blaming the quality gasoline for ruining her fuel pump, im no expert but her car is probably a 2004-ish chevy optra, her fuel pump would be at least 20 years old, no wonder it crapped out😂

While I’m not doubting the gas is terrible quality, you can’t blame it for that 20 year old fuel pump failing. Judging by the looks of that pump it’s certainly not a newer one! Those GM fuel pumps don’t last more then 5-10 years they are just plastic garbage. I’ve had to replace mine a couple times and we have halfway decent gas in the USA.

Conservatives here in the US preach against socialism & point to Venezuela as an example. Venezuela shows what happens after 25+ years of dictatorship, no socialism. Many countries are social democracies & their populace is happy & affluent.

Tell me the difference between fuel, exploding, and fuel detonating
And trusted mechanic, either the fuel pump works or it doesn’t… it’s an electric fuel pump. Located inside the gas tank.
Get in your car and turn the key forward without starting, just to the on position
When you turn your key forward, you will hear your electric fuel pump kick on .. it will make a noise
