The Constitution is clear that government appropriations must originate in the House and go through the legislative process. Student loan forgiveness is an indirect expense since the loan forgiveness expense must be made up for with other revenues. Thus, loan forgiveness is an indirect tax, and another delay tactic to keep taxpayers from noticing the wasteful spending in higher education.
