My top Hokage list:

1: Naruto - Dude created world peace during his time in office and expanded the Leaf village with technological advancements

2: Hashirama - dude created the Leaf and just passed out Tailed Beasts like playing cards in order to create a fake-peace

3: Kakashi - He also expanded the Leaf and was responsible for Naruto not dying on the moon in The Last

4:Minato - Didn’t really do much besides help a lot in the war and protect the Leaf from destruction one time

5: Tobirama - Tobirama is pretty underrated as Hokage. He created basically every known justu. He let the Uchiha become police so they felt included. Besides that, he was alright

6: Tsunade - wasn’t really that great. She helped stall the destruction of the Leaf against Pain. She also slightly helped during the war. Other than that she was meh

7: Hiruzen - He kinda sucked ngl. He let the uchiha massacre happen, let the Leaf almost get destroyed by Orochimaru and Obito, though the Obito one was when he wasn’t Hokage. He let Naruto be lonely and poor, and did the bare minimum to let him survive. I can’t think of one good thing he did honestly
