most of those 99 were obsolete and/or cost ineffective to maintain.

A lot of ships worked and replacements available. The Roman's always won because they always had more soldiers. When they couldn't they fell.

The Ford is just too large. Our destroyers too small. An all nuclear navy should be achieved. The cruiser class should be enlarged with greater anti air and missile weapons.
The littoral navy was a flopper. So much wasted tonnage.
A stronger submarine force is needed for a greater projection of power.
Our carrier aircraft need an 1800 mile range, so a better power plant is needed.
