Did you know that the Galactic Senate had a chance to stop Palpatine? And the way this could have happened is if they activated Order 65! Now Order 65 states that if the majority of the Senate or the Republic Security Council thinks that the chancellor is unfit for duty, they have the authority to activate Order 65. And just like Order 66, the Clone Troopers chips are activated and they are to arrest or if need be to eliminate the chancellor! But Palpatine was way ahead of everyone and distracted the Senate which is why this Order was never carried out.

The thing about Order 65 is that I don't think the clones would have reacted to it the same way they did to Order 66. Since all of the Orders were known by the Jedi the sole purpose of Order 65 was to make Order 66 not look suspicious, and nothing else. And let's be honest, Plapatine was far to clever to create an Order that actualy had the potential to criple his plan and destroy everything he had so carefully crafted.

Even if the senate knew about Order 65, there is no way Palpatine would had put that order into the clones programming. He was always ahead of everyone in this time period. He would tell the senate this is in the clones programming but if the senate decides to use it, when the order would be given, the clones would most likely execute the senate and the true Sidious would emerge to save himself. The Sith are selfish, Palpatine would not voluntarily execute himself and therefore he would not let the senate disturb his plans.

The thing is that most of the senate seemed to be cheering and excited to be apart of a new empire. Unless they were cheering from fear but we see Bail and Padme be just fine. Of course hundreds of senators would be arrested the next day and charged with treason. Along with the council of something something that Mon Mothma and Bail were on and they both had to swear allegiance to the empire. From what we see in the bad batch the senate basically thought the empire would only change the name of the Republic. They still passed laws, Palpatine was just able to bypass gridlock which people loved

I don't think the senate did know about the clone orders. Besides most of the senate loved/trusted Palpatine.

Its my head canon but i like to believe that they were trained to follow all 150 orders and the chip was there to reinforce their commitment to following through with an order.
