Past Progressive 'was/were + -ing' + 'when/while' (English Grammar)

Past progressive is used to say that something was in progress around a particular past time.

We often use the conjunctions “while” and “when” with the past progressive to connect two actions that happened in the past. These structures are useful also for story telling.

As you have mentioned,
when [ short action ] = when + past tense.
while [ long action ] = while + past continuous
but in practical English usage by Michael Swan [ third edition ] page number 67
it is mentioned
As, when, while can be used for longer background action.
Ex The telephone always rings when you are having a bath.
