OK, i take pride in my English being pretty good. There's no doubt he is referring to population being lowered by 15-20% if they do a good job with vaccines, reproductive health services etc. There's no question as to what he is saying. And he says it very openly. And of course after the vaccines have been accomplished through the covid scare, Co2 and greenhouse policies will be the next on the agenda. He is relentless.

The final remark may be sinister, but the opening premise is fatuous. 0% has never been the atmospheric quotient of carbon dioxide, for the obvious reason that plants would die! With all of the fossil fuel combustion over centuries we have barely nudged the needle from .028% to 0.04% (according to propaganda I read on Wikipedia). Even if he was disrespecting his audience by trying to dumb down the message, it is such a fundamental mis-statement it seems to have been calculated to mislead. Particularly because it is the supporting premise for his jokey thesis that 'one of these factors needs to reduce to zero'. The man is supposed to be a genius. It can be assumed that he is not an imbecile. I would therefore conclude that he is a charlatan with dangerous homicidal fantasies, and the personal wealth and arrogance to believe that he could make them all come true.
