In Minnesota, if you find a stand on public land, that is legally a free use stand. It's illegal here to leave any stand up, but not illegal to hunt out of one, and it's a "first come, first serve" mindset with our DNR. Just gotta prove that you got there first, if the owner complains and you have proof you got there first, they'll actually get reprimanded/fined for it.

If the person who put it up is upset they shouldn’t have used a permanent setup there are a lot of modern designed hunting systems that come out of the woods with you every time easily

Then there’s me who deer hunts on my own land and uses public land to rabbit and squirrel hunt as I scare off every deer in a 5 miles radius

that's what I do. if you put a tree stand in public that's easy to find don't get mad if you see someone in it
