the correct way to think about this is that Price minus Moving average is a stationary time series i.e. momentum is stationary around the average price and therefore std deviation bounds work....see Robert Carver.

Std dev is the best quant definition of momentum used by pro hedge funds. The 68% rule of std dev applies only for stationary data. that concept should be avoided. It has no use for time series of prices and momentum
