The Sun God dried up after fighting against a completely nerfed Kizaru, so I still think it would be extreme diff for either of the two, advantages for Luffy are his AP/Plot armor and for Kizaru are his speed/Defense/Stamina, from what we have seen, we can even say that Kizaru even has an advantage, because Luffy's stamina is simply insufficient.

Fax, I think c/r speed is equal/kizaru based on everything up to the final attack (worth mentioning white star gun was massively sped up by Luffy magically getting lasered at an angle that made him spin super fast), and hax/abilities definitely goes to kizaru, his fruit lets him punch way above his weight with all the hax it provides him. If oda didn't nerf kizaru by not giving him a brain or haki he'd be top 1 😔😔😔
