For anyone who’s saying this is BS - this is from the hacker, these leaks are coming from the hacker. The hacker on a “secretive message board” (don’t know which) shared that GTA 6 has been in development since 2014 (NOT 2019 like some people been saying).

Anyways, he also said that years before launch - 2 Billion dollars have already been put into development for the game. My sources are from dextero for anyone wondering.
