@AmpzGunz She doesn't really go over the code at all in this tutorial. This is more of a "how to use windows as an FTP" tut.

At any rate, In PHP there is a function called header() this allows you to do lots of cool things, setting doc types such as png, etc. In this case, you put location: and then the URL you wish to redirect to. I personally so not use this method, I choose to use the .htaccess file. If you'd like more help, just send me a message.
