That’s because he’s a creator. Creators tends to hold unlimited power in their own world. Although, he did delete the world near the end, he doesn’t or CAN’T delete the Sanses himself(Evident when Killer survived to cut Nec’s mask), because they’re not his creations. He must kill them himself. Although creators are powerful, there are beings much more powerful than even creators themselves.
