While I want many of the toys on the firetruck I couldn't think of taking them from a fire department or other emergency services...
Might consider a police armory in an apocalypse level event though but this is like stealing toys from an orphanage...

Aren't those tools serial numbered and registered to the fire departments so that if they go missing, there's no way that the block market can sell them because they're going to be registered and found out?

I don't think they will sell them or put them on their trucks. Here in Germany we had a spree of rescue tools getting stolen as tools for robberies/break-ins.
